Keeping slaves involves having people alive and they require more storage space than organs. They are also more prone to sudden bouts of violence than organs. Unless you know there is somebody buying a slave right now, it's a simpler process to just harvest them. While slaves are more likely to try and rebel than prisoners, they are also effected more by surpreession mechanics as well meaning they can actually become much easier to kept under control with liberal use of the whip (or by making each one if them sleep in a room full of caged corpses as a warning :D). Slaves are recruited significantly ... You click on them and you click how they are treated in their prisoner tab and you can choose what option you want.
