Yes, both HM03 and PTM7950 are phase change. And TIM used on reference RX7900s certainly look similar to the latter. But the key difference between HM03 and PT7950 is the first one is graphite based. That means it has much greater thermal conductivity across the TIM, spreading the heat more. PT7950 afaik behaves more like regular thermal paste. I think the benefit is mostly with direct-die jobs like Laptop CPUs and generally GPUs.
